The first Chinese arrived in Samoa as free settlers during the 19th century in small numbers until a ban was issued by Malietoa Laupepa 1880 to prevent people of Chinese descent from settling in Samoa. However, in 1903, Wilhelm Solf managed to acquire the support of the Samoan Fono and lifted Malietoa's ban, allowing Chinese coolies to work in the plantations as indentured labourers. However, coolies faced harsh conditions and were subjected to brutal treatment from their masters.

Chinese immigrants were constituted almost entirely of men, and most of the labourers took Samoan women as wives and by 1918 offspring of Chinese-Samoan descent were a visible minority, although relatively smaller in terms of population compared to offspring of European (particularly German) and Samoan descent. This eventually led to a ban in 1931 that prohibited Chinese men from interacting with Samoan women on all grounds. By the end of World War II only 295 Chinese remained, all of whom had either taken Samoan wives or were unmarried. Many Chinese coolies had since returned to China or remained in Samoa with their families.

In 1994, China provided financial assistance to the construction of the government building in Apia. Aeau Peniamina, deputy leader of Samoa Democratic United Party, caused a minor controversy in January 2005 when he remarked that "there are too many Chinese in the country". Joe Keil, the Minister of Tourism, who is of part-Chinese descent, promptly rebutted Peniamina's remarks.

Samoans of Chinese descent are well-represented in the civil service, and China established diplomatic relations with Samoa in November 1975. People of Chinese descent are especially well represented in the retail and restaurant sectors, notably in Apia.

I feel very appreciative and humbled of being able to experience Upolu & Tutuila while growing up and seeing my family there. I still get shocked at how many of the kids growing up in the states haven't been there. I hope this drug & weapons smuggling is just a "weed in a beautiful garden". These gangs lack pride in their own culture; they can only be identified as Samoan by blood only, nothing else.

Warning, the following is me ranting:
What really pisses me off in that video is when that kid is talking about working on "that plantation stuff" is too hard. Sole! A "TRUE" Samoan's life is nothing but "HARD WORK"! You're either doing fe'aus for the family, fe'aus for the church, working, cooking, house chores, or greenery upkeep. We Samoans are tough people because of this "HARD WORK" aka "Fa'a Samoa", not because of our size. It is every Samoan's responsibility to uphold our culture. Now I'm not saying to take it to the extreme, please don't. I'm just saying if you or I lose 'Fa'a Samoa' in our lifestyle, then we too are only Samoan by blood.

Senate approves sweeping changes to matai title law

It is doubtful that House will consider the legislation this session

The Senate approved yesterday a bill that makes sweeping changes to the matai title law, one of which is removing a requirement that an individual "must be of at least one-half Samoan blood" in order to be eligible for a matai title.

The new language replacing the one-half Samoan blood requirement provides that an individual "must possess a heredity right to the title" if he/she wants to succeed to a matai title. This is in addition to other qualifications already in the law.

Sens. Mailo Atonio and Salanoa Aumoeualogo, two of three senators that voted against the measure, argued against the removal of the one-half Samoan blood requirement.

Prior to the vote, they told their colleagues that removing this requirement would open the door to anyone - especially individuals born here to parents who are foreign nationals - to qualify for a chiefly title.

Mailo said he does not want anyone with only 1% or 10% Samoan blood to claim the Mailo title in his family.

Salanoa added that the removal would mean that in 20 years from now, Samoan traditional titles will be taken over by foreigners.

Sen. Tulifua Tini Lam Yuen acknowledged his colleagues' concerns, but said there has already been a change in a Samoan's way of life compared to years ago, such as interracial marriages.

Sen. Tuiagamoa Tavai added that every Samoan child - no matter the percentage of Samoan blood in them - should have the right to a chiefly title. He agreed with Tulifua that many Samoans have married outside of our race, decreasing the Samoan bloodline. But he said that should not prevent anyone's child from seeking out a family matai title.

Sen. Alo Dr. Paul Stevenson agreed and added that no one should be prevented or discouraged to marry outside of our race just to make sure that he/she keeps their 50% Samoan blood in order to qualify for a title.

He said that if many years down the line, he has a great-great-grandson wanting the Alo title, he would like to see that happen.

Alo added that this bill was based on the Senate's overall belief that matai titles should be decided by families and not the High Court, which he says supports the measure.

He said that there are already guidelines and protection available under the law to prevent any non-Samoans from succeeding to the title.

Sen. Tuitele T. Tuitele said the Samoan culture is "dynamic" and has survived for many years because of its flexibility to the changing times.

He said we are in the 21st century and our children, grandchildren, and great-grandchildren who marry outside our race deserve the right to succeed to matai titles.

"Don't be afraid of changes. Our culture has survived through many changes," he said. "May this proposed change be beneficial to our future generation."

In addition to removing the one-half Samoan blood requirement, the bill also:

- Adds a new requirement to the list of support documents that a person must submit to the Territorial Registrar's Office when he registers for a matai title.

The new requirement provides that the person must submit "a sworn affidavit executed by the claimant attesting that the claimant possess all qualifications for succession to the title" and that he "is eligible to claim the title and meets all requirements for succession....as provided by law."

- Removes the "hereditary right" criterion as a point of consideration for the High Court when determining which candidate is awarded a matai title.

There are currently four criteria the Lands and Titles Division look at when reviewing a contested title. The bill removes the first criterion, leaving three - two of which are subjective.

The three are: the wish of the majority or plurality of those clans of the family as customary in that family; the forcefulness, character and personality of the persons under consideration for the title, and their knowledge of Samoan customs; and the value of the holder of the title to the family, village, and country.

The measure now goes to the House for their review, however, Fono sources say it is highly unlikely the House will take up the bill soon.

With 19 session days left, the House's priority will be the review of the FY 2009 budget.

Oops ma bad hahahahaha!! And its Miss not Mr hahahahahaha!!
Well just because some Indians and Asian people live in Samoa, surely this won't have any affect on the islands? And besides, if Samoa starts trying to get them out of the country, we might end up being in the state that Fiji is in. That is the last thing we need.
However, I will not stand it if they try to bully people into selling their lands and businesses.
If anything should happen to our families in Samoa or certain villages get affected, you all know that all our parents will be flying straight there to make sure that none of the overseas people try to buy the lands and family businesses.
It'll be those 30 mins - an hour shouting on the phone, "DON'T SIGN OR DO ANYTHING TILL I GET THERE!!"
I can sooooo picture my Dad telling those business people to FUKC OFF lol!!

Hi Warning,

I dont think we will end up like Hawaii!

Hawaii is under a totally different law and system, as to Samoa each village has a Matais and families who guide and own the lands that was left by there four fathers. As to Hawaii not every owns land!
As time goes by eventually Samoa will learn to adapt other countries way of life but will never be like Hawaii.

True! Do we think that these people will come and spend millions on there hotels project for nothing. They are here to make money, and the sad thing is we are desperate for money and they know that.

I mean $200 a year per acre. Whis is like renting it for $3.52 cents a week. how cheap is that? IT A RIP OFFno.gif

Wow..I actually thought, in the if you own land, you are not allow to sell it, but can only lease it out... My dad has got so much land, im thinking of getting some resort setup there just to rake the money and to make it go back into the community... I have seen Hawaii and I reckon Tutuila is heading into that state soon... not Samoa

I think not. Samoa has a continuity factor about it. We are more confined and we are independent. The majority know who we are as people and for the most part would hopefully never mistaken a chinese for a native Samoan. We sure wouldn't (maybe some phillipinos, the similarities between saiga looking Samoans and filos I find are crazy Lol). But I wouldn't worry too much. I think our culture is too strong to be compromised or misunderstood as such. Hawaii sort of opened up to foreigners and they just kept coming with no constrictions. Particularly Asians. First time I seen an Asian from Hawaii calling themself Hawaiian I was thinking... yeah. But I guess it's like NZ or Australia or whatever. You call yourself a Kiwi or an Aussie because you were born or raised there. Same goes for anyone else. Personal preference? I like Asians in Samoa though. Seeing someone of another race talking your native tongue is cool Lol. Peace.
